Can't start octoprint after update to Bullseye

Okay, made a bobo
I upgraded to Bullseye and now octoprint wouldn't start.
Why I updated was that I thought needed to be able to connect to WPA3 encrypted wifi

Tried to run the backup using CLI but I get this error.
pi@octopi:/var/log $ /home/pi/oprint/bin/octoprint plugins backup:backup
Could not find platform independent libraries
Could not find platform dependent libraries <exec_prefix>
Consider setting $PYTHONHOME to [:<exec_prefix>]
Fatal Python error: initfsencoding: Unable to get the locale encoding
ModuleNotFoundError: No module named 'encodings'

Current thread 0x76feeb60 (most recent call first):
Aborted

Anyone has any idea if I can salvage my installation is it just bite the bullet and download latest OctoPi and install it new ?

What I have done to prepare for the worse is to use winSCP to copy the homefolder for the PI user to a NAS.
