Does builtin backup/restore recover earlier versions of plugin?

I don't find a mechanism for reverting to previous version of plugin, not sure if backup just backs up data?

No it doesn't, as there's no good way to extract the installed plugin version from the environment. It will install whatever version is current at point of restore, if the plugin in question is still listed on the plugin repository.
