Any one knows if it is possible and how to get OctoPrint to turn on lights via Home Assistant before each timelaps snapshot, and then turn lights off ?

You might be able to achieve that with webhooks, MQTTPublish, or event manager (bundled) plugins and reacting to the CaptureStart command. Not sure if the timing would be right though. I think with OctoLapse there are options related to this.
