The pandemic has closed my (for me not so) local library so I don't know when I'll have access to a good enough Internet connection to be able to download an image, and the US version of the RPI kits are out of stock and providing no idea of future availability.
What do you mean by, "good enough Internet connection"? If you mean speed, I remember downloading over a dial-up modem for hours or days if the file was large. If you mean stable, then see https://www.laptopmag.com/articles/resume-interrupted-download-any-browser.
Alternatively, you must know someone who does have a stable connection that can download the file and put it on either the target SD card or on a USB stick and you could write the SD card.
You may can do a shout out here or on Discord if there is someone nearby where you live who can burn OctoPi on a SD card for you when you send them one with a SASE...
