Is the new usage tracking development data something you'd consider publishing for public analysis? Even if it's just in a quarterly/yearly "state of Octoprint" report? I'd be interested just to see some general statistics. (I have no idea what kind of GDPR or privacy issues would be brought up by something like this, so excuse me if this is an insanely overreaching question to ask.)

Definitely not an overreaching question 
There is a plan to make a snapshot of the stats available publicly, however I can't give an exact timeframe on this.
Public snapshots are on my TODO list for early next year, and meanwhile I also give some overview in the OctoPrint On Air broadcasts (new episode will hopefully go up today).
