What does the "Toggle Touchscreen Mode" on TouchUI do?

I just found out about TouchUI and have been looking through the settings.

There's one option called "Toggle Touchscreen Mode" and I cannot figure out what it is meant to do.

There's no information about this setting on the plugin's website either.

This toggles between "Touch UI" and "Normal UI" mode

I'm talking about the option at the bottom though. The top option toggles the ui but I can't figure out the last one.
