Can I run octoprint on Zotac AD02

I'm looking to install octoprint but pi are expensive now, and I already have A Zotac Ad02 with 8gb ram and an e350 cpu.

1 is this powerful enough,.
2 is there a tutorial for setting octoprint up on pc hardware?

You may use Linux as OS (Ubuntu).
