Cannot update Octoprint or plugins, including after full reinstall?

What is the problem?

Some time ago, my octoprint (or octopi, running on a pi3) stopped being able to perform updates. I get the following icon with hover-text in the updater "Update not possible."

What did you already try to solve it?

I checked logs, validated that pip was installed and working (per some forum posts). Then I purged the instance, and reinstalled using the octoprint_deploy.sh script to a whole new instance on a whole new port, and then restore from a backup; the instance works, but the updater is still broken. Following this I did a bunch of apt updates as well, including moving to raspbian bullseye, to no avail.

I am running Octoprint 1.19.1.

This is on a Pi 3B+, with octopi 0.18.0

I deleted all venv's and reinstalled from scratch (on the same OS) using a new venv and installing octoprint directly in python, then restored a backup, and now it's fine. Weird.
