Cannot update Octoprint or plugins, including after full reinstall?

What is the problem?

Some time ago, my octoprint (or octopi, running on a pi3) stopped being able to perform updates. I get the following icon with hover-text in the updater "Update not possible."

What did you already try to solve it?

I checked logs, validated that pip was installed and working (per some forum posts). Then I purged the instance, and reinstalled using the script to a whole new instance on a whole new port, and then restore from a backup; the instance works, but the updater is still broken. Following this I did a bunch of apt updates as well, including moving to raspbian bullseye, to no avail.

Have you tried running in safe mode?

Did running in safe mode solve the problem?

Additional information about your setup

I am running Octoprint 1.19.1.

This is on a Pi 3B+, with octopi 0.18.0

I deleted all venv's and reinstalled from scratch (on the same OS) using a new venv and installing octoprint directly in python, then restored a backup, and now it's fine. Weird.
