USB (don't know model)
What is the problem?
Can't switch camera orientation. "Webcam & Timelapse" settings don't have Vertical nor Horizontal flip options.
What did you already try to solve it?
I tried adding this line to octopi.txt with a linux machine:
camera_usb_options=“-rot 180"
This didn't change anything.
Have you tried running in safe mode?
No
Did running in safe mode solve the problem?

Systeminfo Bundle
You can download this in OctoPrint's System Information dialog ... no bundle, no support!)
I downloaded Systeminfo Bundle, but I don't know how to upload it here.
