Extra layers on supports

Octoprint is adding layers to gcode files

0.3mm nozzle, 0.2mm layers.
Both Cura and Prussa slice this file to 325 layers.
After uploading to Octoprint, I'm finding that that are seemingly random layers of very small amounts of support material being added.

325 layers turns into 359 layers

It's happened consistently regardless of the print job size..
Differing # of layers depending on the job, but Octoprint is always showing a higher number of layers than the slicer does.

Is this a setting, or just random weirdness?
I don't think it's causing print issues... I have not seen any problems, but then again I don't go with high quality prints.

Octoprint 1.10.2 on OrangePI CM4 / Ubuntu 22.04

The slicer only counts the model layers, not the infill.

OctoPrint counts every layer change, so also the infill that is between the model layers.
