I assume you installed it on a windows pc?

That means you also can't start the server again with C:\OctoPrint\venv\Scripts\octoprint.exe serve, right?

Since it's a fresh install and you didn't set it up yet, I would suggest to just delete the OctoPrint folder and to start over.
