IP Camera does not work after new install

Blue Iris/Foscam/Amcrest IP3M

What is the problem?
Will not display stream. Gives Webcam stream not loaded error

What did you already try to solve it?
I have tried 3 different camera feeds. This is ip camera, NOT usbcam or raspicam. I have working URL's that work fine in the browser. In octoprint where the camera should be the error image even shows the url with "Currently configured stream URL:". I can click on this and a new tab comes on with the stream working. I have been using this in octoprint for years. (5+) but downloaded the most recent octopi and installed new. Can not get them to work.

Logs (/var/log/webcamd.log, syslog, dmesg, ... no logs, no support)
I would be happy to get anything from any log but currently have not been able to find anything relevant. webcamd.log appears to only have something to do with raspicam or usbcam, nothing about ip cam or my url does not appear in any of the logs.

Well this is crazy. Not sure if this was the problem or not. I found some obscure post that said there was an issue if you had not configured and connected to your printer yet. Not sure how the two would be connected but I moved on and setup the printer and and confirmed I was reading the SD/etc. The per prusa instructions I loaded IpOnConnect plugin. After that the interface reloaded and the camera started working.
