AFAIK no.

You could try it with your phone, if you got an external card reader and an otg adaptor

Unless you are logged in as admin/root you should be prompted for admin no matter what device you are formatting.
This helps avoid accidental/malicious formatting a drive.
It wasn't always this way, don't ask how I know...

I guess technically you could live boot a CD/USB linux distro (without installing) and then flash the SD from there.
