Octoprint_deploy: Plugins cannot be installed

What is the problem?

When using Octoprint_deploy on a fresh install of Ubuntu 22.04 plugins cannot be installed whatever I try

What did you already try to solve it?

Reinstalled octoprint deploy, reinstalled linux, tested many instances, tried reinstalling wheel and pip and python and the venv.

Have you tried running in safe mode?

N/A

Did running in safe mode solve the problem?

N/A

Additional information about your setup

OctoPrint version, OctoPi version, printer, firmware, browser, operating system, ... as much data as possible

Newest release of octoprint on Linux Ubuntu 22.04 Server.

I figured out the issue. On octoprint_deploy you need to add pip configuration code which I was unaware of previously
