What is the problem?
It is only starting in safe mode
I recently upgraded to 1.4 from 1.3.12 (never had safe mode in 1.3)
What did you already try to solve it?
removed suspect addins like plabric(cannot get port forwarding working with new LTE router), spaghetti detective(beta is finished),themefy(stopped giving me dark interface)
Logs (octoprint.log, serial.log or output on terminal tab at a minimum, browser error console if UI issue ... no logs, no support!)

Additional information about your setup (OctoPrint version, OctoPi version, printer, firmware, browser, operating system, ... as much data as possible)
I had issues with c drive, did chkdsk, but octoprint is on D drive, while there is some octoprint files/folders in users/my name/appdata/roaming on c drive.
However octoprint does start.
Anyways, perhaps I must reinstall 1.4 to fix any possible c drive issues.?
The error is there was an issue on previous startup.
Before that it stated that config.yaml was the issue, so I renamed it,and had to redo some octoprint setting like a new install.

Some more info:
When I do as restart with the beautiful script I was shown on this forum, I see that the console is stating tornado.access warning 404 get static webassets packed blah blah.
and the web page does not display correctly.Formatting is all out.
