Is there a way, or a plugin out there to show the Webcam on a touchscreen display connected to the Pi?

Depends what software is running on the touchscreen. With OctoDash & the OctoDash companion plugin installed there is an option to add a button to open the webcam.

Not sure I understand the question...
Is it about a camera not being physically connected to the Pi ?
I ask this question because sometime USB cams are called webcams...
