What is the problem?
I'm getting security issues for all my webcams. I have to allow users to proceed to an unsecure URL that's just the video stream webcam, and without first proceeding to allow for that access, the Control tab view on Octoprint is blank. Is there a way to solve this need for security or do I speak to my IT people here to somehow whitelist these 12 URLs?

Nothing yet, looking for solutions.
Have you tried running in safe mode?
No, it's not a hardware/driver issue, more of a web-based security certificate issue.
