This is a new uncut USB A B cable. The shielding is totally in tact. What part of that do you not understand? This is the third or fourth time that I have said this. I got a new cable. Still have the same result. I totally understand what the purpose of a ferrite choke is. I worked in radio repair in the military for 7 years and in satellite TV repair and installation for several more.
New cable same problem typically means that the cable is NOT the problem.
Sorry if we're having a difficult time communicating here. Without pictures, I have to assume that "4' cable" isn't a "4' shielded serial cable". At least 95% of A/B serial USB cables are unshielded since they're a lot cheaper.
If you use the search feature for this post and you search for the word "shielded", you see me mentioning this four times and you mentioned it now once.
Just to be pedantic, "shielding" in this context does not mean "you cut or did not cut the plastic insulation around the wires", it means "a framework of metal mesh sheaths them".

In any case, it would go way faster to debug this of you'd share a full serial.log as already mentioned at least twice. Debugging communication type issues without that is pretty much impossible.

So, really the only way to tell if your cable is shielded or not is cut the outer insulation. Not sure that I have a ferrite ring big enough to get the smaller end through once let alone twice
OctoPrint -> Settings -> Serial
You want to check that box next to Log communication and possibly restart OctoPrint after that. You'd then do a session in which you've pushed the button for setting the temp. You'd finally visit the OctoPrint -> Settings -> Logging screen and download the one for serial.
Regarding that is-my-cable-shield question, the answer is probably "no" if you don't remember over-paying for the cable. The newegg link above is so inexpensive that I have to wonder if it really is.
What you can do, though, with cable in hand is to hold it in your left/right hands with your fingertips. Flex it up and down. If it has the metallic mesh shielding then it's difficult to bend. If you hold it tightly enough while doing this activity, you might be able to feel the mesh move under the thin insulation layer. If it's made of steel (and it likely is) then it should attract a magnet more strongly than its unshielded counterpart but that's a little too subjective.
There's literally a link on top of the post/reply form that in a big blue box with a bold "Need help?" provides you with information on that. Even on mobile.

@wildvortex I'm sure we can feel your frustration. But it's okay. I bought my printer and right out of the box I couldn't print for 48 hours and I felt like crap. It turned out to be what in hindsight was a simple fix (z-offset) but for me it was traumatic. I had these hopes of designing and printing things and it seemed like a boat anchor, for what it was doing for me those first two days.
Gina created what I'm guessing is one of the most useful/free things on the planet. To me, OctoPrint is like the Mona Lisa or something like that. Many of the new users jump onto the forum and ask for help but don't offer much to go on. A serial log would tell us a story that some of us—like Gina—can understand.

I ended up buying mine and due to octoprint warnings immediately started to update to Marlin. Had issues with the motherboard recognizing the connection. Then was told to flash the bootloader. That bricked my printer for 2 weeks before I could get it to work again. Then this issue. It isn't anything big but just a pain. I did find where to start serial logging. And hope to have a good picture in a day or so. Not doing much today due to holiday parties.

My next printer, I'll build it. And I thoroughly expect it to be a pain since I'll be learning along the way.
Marlin's been going through some growing pains as 3D printer is taking off and everybody and his brother is introducing new printers into the market. Marlin also runs CNC machines and a number of hybrids out there are pushing the envelope, those do-everything boxes. I'm guessing that whoever's making Marlin is biting off a little more than they can swallow, to be honest.
The way I go about mine is that I created an entire separate rig for developing "what if?" scenarios, testing it on that rig, dialing it in and then bringing it over to my production printer. I literally have more microSD cards with images on them then I can keep track of.

@wildvortex Is this serial.log a capture of some activity that failed (like you posted in your original post)?
To me it just looks like a fresh connect to the printer and someone / something is moving the Z axis up and down.
In ~/.octoprint/logs (or OctoPrint Settings, Logging) there are probably multiple versions of serial.log some of which will also have a ."date string" on the end. If you just restarted OctoPrint after a failure, then the serial.log file that includes the failure will be the one with the latest ."date string" on the end.
Since the serial.log and the octoprint.log (and any other log files) are time stamped, making a note of the time when a failure occurs or when you interact with your printer or your software can help you find the correct log file (or segment of the correct log file) to post.
I understand this is all new to you and you are frustrated but as @OutsourcedGuru put it, you need to help us so we can help you.
As an additional observation: That log looks like the printer was at some temperature (~55°C) but with target set to 0 and hence the hotend slowly cooling. This could be due to you setting a target temperature outside of this OctoPrint connection (e.g. through an earlier connection or through the printer controller itself). If through the printer itself, keep in mind that most printers or rather their controllers reset when you connect to them via serial (OctoPrint or any other kind of host program), and that reset also clears the target temperatures.
The issue is that when I tell Octoprint to print a second or third print it will set the bed Temp but hotend temp stays at 0. If I manually try to set the temperature after that the target temp will momentarily show 180 then drop back to 0. Also at that point if I send M109 S190 it will not show the command in the terminal log. The only way to stop this from happening is a total reset. I am shut down for the night. I'll capture the log in the morning. I will get it to act up.
On another note, once a print was done I tried sending a M106 S51 command and also nothing was happening. All of this is happening after 1 print
yes, there was a lot of up and down as I was working on the machine yesterday. I sent that log as I also had the issue then. will try to start up and make it produce the problem and then capture just that tomorrow.
That sounds like the communication is getting stuck someway after completion of a print. So best try a small print, capture a serial.log of that and share that here. We need to see what exactly is happening throughout the whole communication lifecycle.
You could test if you can reproduce with the attached gcode file, it's what I use a lot during development for quick "print start"/"print done" tests. The only thing it does is put some messages on the printer's controller and home the print head.

If you use those, make sure though that you really see the same broken behaviour with them - the issue might as well be caused by something in your sliced GCODE files, and in that case it's not guaranteed you can replicate it with those two very small test files.

history of this log, I ran your homing G code then your hotend heat Gcode. Directly after that I ran your hotend Gcode and still no sign. Finally I tried to run a File I had created and that is when I saw the Bed heat set and not the hotend. Once this happens the only way to get the printer to work correctly is to reset Octoprint. Again, as long as I set the preheat prior to starting a print there is no problem.
I have noticed too at times that if I cancel a print it take a very long time to cancel it sometimes prompting me to reset as well.
