What is the problem?
I use Firefox as browser. During file uploading with drag and drop, the drop targets dissappear imediately. They reappear when moving the cursor and are active as dropping while moving works often.
What did you already try to solve it?
Chrome and Chromium work fine.
Same version FF works fine on MacOS

To confirm: this (OctoPrint 1.3.10) works fine on Firefox 66.0.3 on macOS (unknown version) but doesn't work on Firefox 66.0.3 on Windows (unknown version).
You might want to open an Issue on the repository and fill in some of those missing details, provide everything asked for, perhaps some screenshots and anything else you think would be useful.
Just tried with OctoPrint 1.3.11rc3 on Win 10 with FF 66.0.3 with no problem.
If you have NoScript installed, you may check your settings for OctoPrint.

I have it on Ubuntu. Same version of FF on MacOS Mojave is no problem.
It looks like something in my settings on that machine. I’ll do some more experiments tomorrow.
Ubuntu... what? If it's Core then that's significantly different than the standard Desktop or Server.
