due to the releasenotes, I checked my pip version, it was something like 24.1.3 then I did pip install --upgrade pip and got: (downgrade) $ /usr/bin/pip --version pip 24.3.1

Take a deep breath, then re-read what you typed. 24.1.3 is less(older) than 24.3.1.
