Update to 1.11.0 --> serial port "broken"

Great work @oerkel47 , your plugin runs without errors.
Side information: new install on new SD-card did not do the job with the original plugin.

My printer has been working with Octoprint for years. My host is a Raspberry Pi4. I upgraded to Octoprint 1.11.1 and now the serial port has stopped working. The pi is seeing the port but the BTT SKRv1.3 is not responding so the serial port and thus disconnects with a timeout. I am not using the PSU plugin and I am starting in safe mode. The Pi is headless but I can SSH into it. In desperation, I downgrade Octoprint to 1.10.3 as suggested by jneilliii. The serial port still does not work. The SKR controller has Marlin firmware on SD card, compiled on my PC and has worked for months. I have tried two Pi4, two BTT SKR and two cables in all combinations. I have pulled the SKR out of the printer so it is not connected to the Ender TFT Display or steppers (I can't imagine how this could matter). Obviously, none of the fixes described above have helped. Something new is going on. I have been troubleshooting this for days and I am at a loss. I have an oscilloscope if someone can tell me where to look.
