Camera model logitech (worked properly for years before recent update)
What is the problem? "Webcam stream loading" error message on black screen
What did you already try to solve it? tried opening the stream in its own browser. tried https and http. Tried opening the still shot. Tried moving the usb cable to another port. Tried uninstalling a number of old unused plugins, tried safe mode.

Logs (/var/log/webcamd.log, syslog, dmesg, ... no logs, no support) don't know where to find the webcam log but I included the system log.
Additional information about your setup (OctoPrint version, OctoPi version, ...) OctoPrint 1.6.1, OctoPi 0.16.0
