What is the problem?
After many hard shutdowns of my Raspberry Pi 3B trying to resolve other issues with my octoprint, eventually my webcam stream stopped working. I tried many things like restarting webcamd, editing the octopi.txt, to switching USB ports, testing the camera itself (which was confirmed to work), uninstalling TSD, and even installing octopi on another microsd card and restoring the backup. But now the webcam stream at http://[my pi IP address]:8080/ does not work, and shows a "This site can't be reached" error, and from the webcamd.log shows "libv4l2: error turning on stream: Protocol error". I'm at a loss of what to do next.

Logs (/var/log/webcamd.log, syslog, dmesg, ... no logs, no support)
