As you can see, I am running OctoPrint 1.5.3 with Python 3.7.3 and the nightly 32 bit OctoPi 1.0.0 which I've also had this same issue on 0.17 and 0.18. I tried 1.0 since the others were doing the same.
I am using OctoPrint to control an Ender 3 v2 driven by a Creality 4.2.7 board.
The Raspberry Pi 4Bis powered by a Canakit 3.5A 5.1V Power Supply, I've plugged it into another power supply of the same spec to ensure it wasn't a power issue.
The Pi is connected to the Ender 3 v2 using a Shielded USB printer to Pi cable, 2ft or 61cm
The PC I am using to log into OctoPrint is aWindows 10 laptop and Windows 10 desktop, both with the same results.
The Pi ic connected to a Google Mesh wifi system. The closest hub is 6 feet away. I am also using a Pi with raspberry pi os that has no connection issues connected to the same hub.
A loner descriptions of what takes place. I login to the WebUI and load print gcode. I start the print but the the start button doesn't response, so I click on the restart octoprint and receive the message 'The command "Restart OctoPrint" could not be executed.'. I then click refresh on the browser 'Chrome
Version 88.0.4324.150 (Official Build) (64-bit)' and the WebUI reloads. I can not start the print or control the Ender 3 v2. After approximately 10 seconds to 1 minute, the WebUI becomes unresponsive again and I need to refresh the browser. Only extensions on Chrome are Google Docs, AdBlock, and LastPass.
