Will stillshot but not stream

What is the problem?
I have a raspberry pi setup with a pi cam
it will show a screen shot when I go to test it but willn't stream just comes up with a little X like its trying to load but can't

What did you already try to solve it?
fresh reinstall of octopi

Additional information about your setup (OctoPrint version, OctoPi version, printer, firmware, octoprint.log, serial.log or output on terminal tab, ...)

newest and most uptodate software and the camera is a 1.3 rev

If you are using Internet Explorer, try a different browser. It doesn't work with the <img> tag like you'd expect.
