I feel like the error has to do with the URL, but I have tried every combination I could find

does it work without any other usb device connected (after a fresh power up)

Yes it does. I can reboot the pi with only the camera and it works. I can then turn on the printer and it still works. The minute I go into octoprint and hit connect the camera goes off

I actually cut the red wire in a short USB extension cable. Printer will not connect, so it apparently needs the power. Also managed to power up in an order that left printer and camera working. The minute I started a print the camera lost power.

Hoping a Powered USB hub will work.
